To isolate the problem, connect your cable to the onboard connection & test.

It's not a test of the cable.

You have 2 connections, one for your video card & one for your onboard video.

No, I only have 1 monitor. The cable in my monitor and in my video card is properly connected. I tried my video card in brother's computer but like mine its not spinning and detected.

You should have another identical connection. Remove the cable from the current connection & connect to it.

"Does it mean I need to buy a new video card?"
If your video behaves now, do you need anything more elaborate?
If yes, there are still things we can check.

My computer is not opening when I used my video card. It just a black screen. I used VGA to connect my monitor and motherboard to open my computer.

"It still not spinning or detected"

Your explanation is poor. What's not spinning, the fan? Without a working fan, the GPU on the card will overheat. If it gets too hot, it could fry. It may have already fried. Can you spin the fan with your finger? Does it spin easily? If it's difficult to spin, the fan bearing is either dust clogged or worn out. Bearings generally don't seize up without any warning, had it been making any noise?

I inserted my video card to my motherboard. When I open my pc its blackscreen or no display. Also, the video card fan is not spinning.

take out the Video card and connect the cable from the monitor to the back-panel of the Motherboard. If this gives you a stable result than your Video card may be the problem.

What is the exact model of your computer if it is a brand name.
If not a brand name computer, what is the exact model of the motherboard?

Extract from your manual. Does your comp comply with these requirements?
If it does, run Snail.

"the video card fan is not spinning"

OK, but you didn't answer my other questions. Can you spin the fan with your finger & does it spin freely? If you give it a quick flick with your finger, it should continue to spin for at least a couple of seconds. As I explained, if the fan doesn't work, the graphics chip will overheat & burn out. If that is what happened, the card cannot be fixed & will have to be replaced.

What is the make/model of the video card? Does it require an additional power plug connected? Here's an example of a 6-pin connector on a card.

It seems you don't want to answer follow-up questions so there's no point continuing. Buy a new video card.
