Windows Security Virus

Specs: Windows XP

Ok I don't know anything about computers but am quite sure I have this Windows Security Virus....

I don't have any form of anti-virus software on my computer and when I try to download a program to remove it, it automatically downloads and then can't be opened. It doesn't matter what program I choose to download, I can't choose to "run" it only gives me the option to save and then doesn't work... My computer when booted will continue to reboot unless I run safe mode and do a system restore....

Can anyone help, have no idea what to do.....? I don't understand a lot of the other stuff I have read about file paths etc....

Thanks for your help, but the link won't work...? Not sure if it's the link or my computer but I can still access other sites ok.

My computer's latest trick is that it will keep rebooting unless I press F8 and select the last known setttings that worked..

I have also tried downloading a couple of virius scanners to my external drive but they won't work either.... Something about it not being a Win32 application :-(
