Why won't my laptop run any programs?

Specs: Windows Vista
When I turn on my laptop it goes to a page that says "Windows Error Recovery" and i select the option that says "Start Windows Normally" instead of going into "Safe Mode". It then will transition into a loading screen. After the loading screen it will sometimes open a page that says "Checking file system" and I have the option to either check a disk or continue staring normally. Whichever option i choose, it will always end up opening my home page that has my shortcuts and icons. Everything seems to be fine, but when i try to select a program, (ex: Google Chrome, Adobe Photoshop, etc.) my cursor becomes a loading icon and i'm unable to select anything. After about 10 seconds the cursor changes back into an arrow and it does this every time i attempt to open a program.

This is another fix-it utility too; it does require a minimal successful boot to a desktop - safe mode or normal. May well be along the lines of those Johnw is suggesting; but useful perhaps to know abut anyway?

It's free - but they like a wee donation if possible, if you feel so inclined....

I have used it to great effect and it has a lot of useful features and does take you through a decent run of advice and checks too (not the least some pest removal and registry backups etc.)
