why is offline dispatcher listed in history?

Specs: Windows Vista
In my computer history, one of the website listings is titled "offline dispatcher". I don't know what that is. When I click on it, the right corner says motive smart, the left corner says "2008 ATT Intellectual Property... There is a running orange bar moving across. The top of the page has a bar that says it is block activex and something else from running on the page.

Does anyone know what this is and why it would be in my history?

I assume this computer has been used by (or stolen from) someone else. The Offline Dispatcher is a feature of Limousine Reservation System.
