WHY can't i install a program from a disk

Specs: Windows 7

i have disk with a program i would like to install on my p/c. i get a message that security level won't allow this internet website to load. please check your security level, I am not trying to load a website it is from a disk.

Sounds funny? If you have the disk the install/program should be on it? Whats the program?
