What is the best way to fix my problem?

Specs: Windows 7
I have downloaded something I shouldn't have. I was getting a popup from my Firewall saying it was blocking some website. I used Webroot to scan my computer. It found some stuff and quarantined them, but did not solve the issue. I noticed that my Windows security had been turned off. When I try to turn it on I get a popup saying it can't be started. Then I tried to open my Windows Defender. It opens and closes instantly. I can tell something isn't right with it, just not sure what or how to fix it. I have recovery discs that geek squad burned, but I don't know how to use them and would rather not have to. Can anyone help?

run malwarebytes in a full scan and remove everything it finds for starters

rsalvage why do u always think its fake antivirus mabye its just a virus.

Sometimes people do not know what a fake program is, and may think it is real and disregard it.

I ask him if he "has" seen something. Process of elimination.

Thanks, I was able to fix whatever was holding my security center hostage, and did a restore to an earlier date. Now everything is running as it should.
