vista can't run any exe files

Specs: Windows XP
Had the same problem - vista was infected with a virus - Vista security ...something.. that didn't allow me to go anywhere after login, pretending to be an antivirus scanning HD.

There was an advice to restart PC in a safe mode and run Malwarebytes, but the same virus was active even in a safe mode and didn't allow me to do anyting.
So extracted HD, connected it to another PC using SATA/USB adapter. Sanned it with Malwarebytes, then installed it back. This time I could go anywhere on the laptop, but couldn't run any exe files. I couldn't open cmd or regedit.

So what I did, I open explorer using "run as administrator" (go to Start/Programs/explorer, right-click on a explorer and choose "run as a dminstrator". Then I downloaded CCleaner and Glary Utilities. Both are free SW. Installed and ran both of them (again, run as adminstrator). This corrected registry problems and everything started working again. I don't know which utility helped.

Malwarebytes' Anti-Malware ( MBAM )

VIPRE Rescue Program
Try it in Safe mode with Networking.
If it won't run, rename the downloaded mbam-setup.exe file to mb.exe to help work around certain malware that will block it from being run.
If it still will not run.
1: Go to Control Panel > Programs and Features and uninstall Malwarebytes.
Next redownload Malwarebytes but rename it before you download it to your desktop. As you are in the process of downloading when you get to the point that the "enter name of file to save to" box appears, in the "filename" slot, rename mbam-setup.exe to something.exe, then click Save.
If it installed but will not run, navigate to this folder:
2: C:\Programs Files\Malwarebytes' AntiMalware
At the top of the page, Tools > Folder Options > View, click > Show hidden files and folders and untick > Hide extensions for known file types.
How to see hidden files in Windows
Rename all the .exe files in the Malwarebytes' Anti-Malware folder and try to run it again.
When it opens, update 1st.
If it won't update after installing, update manually.
Download & install.

Remove Fake Antivirus ( includes Vista Security Tool 2010 )

Thanks Vadim. I had all icons and shortcuts disabled by what turned out to be the "hijackexe" virus. Didn't know about the "Run as administrator" functionality. Used it to run various system cleaning tools. Loaded CClean, AVG11 and Malwarebytes onto a thumb drive on a different PC and ran set ups as admin. CClean and AVG11 didn't do the trick but cleaned up a lot of junk. Malwarebytes found the hijack virus along with some other pesky programs and my Vista laptop is running smoothly now.
