Virus and security issues with my computer

Specs: Windows Vista
Can anyone help with the virus and security issues with my computer?

I think my computer has been completely controlled by someone else, which I don't know who that is and why he/she is doing that to my computer.

Becuase of that thought, I have deleted the partitions and reinstalled the operating system again and again.

The problems are still the same: the cursor jumps around by itself, some settings are changed by themselves, some BIOS settings are also changed that I have no longer had the access to change them back to factory default, ...

I am the only one using the computer. Can anyone help?

make up a dban cd and nuke the drive. It will remove any boot sector virus hiding on your HD

What does dban stand for? What is a dban cd? How can I make up one?

Why are you so sure that it will remove any boot sector virus hiding on the HD?

It is said that some free downloads have virus; how can I determine the free downloads themselves are free from virus?

Sorry for asking a lot of questions. If you can help me further, I would appreciate it.

www.google.com is a wealth of information. Use it and type in dban, there you will learn how to make a cd and how to use it.
