Hi,
Whats happening is the .Net 1.1 security service update patch is still on your pc you will need to remove it before the .Net framework 1.1 will install correctly. You will then have to install the patch after that. Here is some instructions. http://support.microsoft.com/kb/899619
Half way down is the guide, under title Resolutions. Hope this helps?
Read through a couple of times before you try anything.

I tried what u suggested went into add/remove ,I do not have any KB's matching those hotfixesKB99-/or KB22- . I will keep on trying because this is tied into my not being able to enter my easystub site(I can then I cannot-then I can)

Going by the error code you wrote and after looking all over the net I really thought it would work?
Have you tried a system restore point before you removed .Net framework 1.1?

I tried restore at the very first, when I go to my auto updates I have so many failed attempts it is not funny .I uninstalled Framework1.1, then reinstalled it from microsoft download site immediately I received an update icon for Framework 1.1 service Pack 1 this again failed to install. I went to a site called Manageengine.com/Patch managment guess what now my PC is really shot I cannot remove that download at all!!!! Thank you anyway. It looks like I will have to pay to have my PC wiped clean.
