unable to find c:\windows\system32\Internet

Specs: Windows Vista
Vista - about a week ago a my laptop was infected with a virus. Each time I started the computer dialog boxes popped up indicating that certain files did not exist and my browser was hijacked so that when I tried to access the Internet it would only allow me to access the "Security Update" website (an antivirus software). I was able to access the Internet from Safe Mode and remove the virus using HijackThis and PCTools, however, I can no longer access IE and keep getting the error "Page cannot be displayed." I have tried everything including reseting and restoring IE from Internet Tools Advanced options tab. When I clicked 'diagnos the issue' the diagnosis indicated that c:\windows\system32\Internet is not found.
