Solved Strange Tracert Results, Strange Telnet Server

The first HOP is my router.
The second hop (my redacted IP address) is my gateway correct?
Then what is third hop? It's not my router or my modem.

I did some investigation and telneted in. Sure enough it connects on Port 23. There is a disclaimer which also identified the computer as belonging to my ISP. Am I being DNS poisoned or something?

Is it my IP's DNS server?

I supposed that was a possibility but that's a very weird IP. I really shouldn't be able to telnet in either. They must have changed something up. Thanks.
