Do/did you have a Samsung application installed?
Uninstall it or reinstall it.

Yes, I did, I removed it thinking it was from my cell when I plugged it in for updates or something about a year back.
Yet I'm not sure on where to find it again.

Is windows working OK other than the missing dll messages? If those files were only needed for the samsung software then the uninstall must not have removed all references to it and windows still expects those files to be there. In that case you might try something like Revo:

(Try the freeware version) There's other removal software but that's the only one that comes to mind.

I gave up and went with the restart hold s---, trouble shoot, I'm erasing all personal files cleaning only the drive with Windows 10 wasn't sure what may happen if I did both, yet it had an option for choosing to keep your PC or recycling your PC afterwards. Chose the option that referenced to keeping your PC afterwards.
