Problem with Task manager disabled by Admin

Specs: Windows XP, 1gb
If i press ctrl+alt+del to use task manager it says Task Manager has been disabled by the administrator. After i format my computer and backup some important files, task manager runs good, but after restarting computer the problem reappears task manager has been disabled by administrator.

Pls help me I really need task manager for troubleshooting programs.......

tnks but the problem still exists because my registry has also been disabled. plsss I need further assistance.......

its because your computer is infected with a virus.i had it too mine was win32 sality.download disinfection tool and rename the download file to random names like "wrgwergwerg".then restart your computer and press F8 fore some time untill the black screen appeares in it select safe mode and press enter and then select your opreating system and press enter now you are in safe mode and if you have a limited user account login to that because most viruses need administrator accounts to work properly and after you logged in run the disinfection tool disinfect/delete all the viruses and here is a guide to enable registry and there is download link to a program that enables every thing the virus disables in that page too(if you enable registry before disinfection/deletion the virus will disable it on every startup
