Prevent program execution in Documents and Se

Specs: Windows XP Home, 1.8ghz, 512 mb ram
How do I prevent executables from being run in Documents and Settings/ directory ( and descendants ) on Windows XP Home ? Like the noexec option we use for /home partition in Linux.

This will let me prevent viruses from getting on my sister in laws machine.

Why don't you just lock the registry? That's what I do.

It might be more to your advantage to create a user for surfing that doesn't have access to the registry. this would be far easier.
