Specs: XP
MY PC WONT BOOT UP AND EVEN SAFE MODE WONT BOOT UP . WHEN XP TURN ON, IT RESTARTS OVER AGAIN.

Turn off CAPS LOCK please - it's shouting.

This isn't a security issue, it's probably a software fault with XP.
You need to reboot, keep tapping F8 until you get the extended
safe mode menu, and select the option to 'disable automatic
restart on system failure' - this should let you see at what point
the boot-up is failing. Note down the message you see and post
back.
