My hp pc wont boot, my dell too now ??

Specs: Windows XP
Help, my HP got the point of booting up and just stayed there and never loaded, so I disconnected it and hooked up my dell and wouldnt you know it, two days later and it wouldn't
boot up...??? I do get power outages on that circuit right now due to those little heater fans that
we are running. I wonder if that has anything to do with it? Could they be in hibernation or sleep mode. Or could I have viruses? Thanks!

That is wrong. All you had to do was hold in the power button untill it shut down properly.

it took me to that screen where I can press F1 or F10
or I'd get to the screen where it says start in normal mode or safe mode etc. but I still couldnt get to my desktop. I'd get to the MIicrosoft black screen and it would just not boot over to my desktop. Sorry, I'm am not computer savvy.

Did you share a usb stick between the computers, or view the same potentially dangerous sites or emails? If not, then I suspect that the abnormal shutdowns have affected the hard drives' file systems. Start your machines with the rescue disk and let it check the drives for errors. You need to get that heater onto a different circuit, or at least get an uninterrupiable power supply.
