Mini & Max windows isn't working ,pls help

Specs: Windows XP, 2GB
when I install counter strike the problem begin and the problem is
when I click on notepad or IE it minimize itself and when I click maximize it like I didn't click anything (nothing happen) so I uninstall counter strike using programme called ''Your Uninstaller! 2010'' It will remove everything about these game (it will remove every file was install even it registry ) and nothing happen , I try to restart my PC also but again nothing happen , so I'm in serous problem , I can't open IE or Notepad (I'm writing these by using FireFox ''look like it not infected yet'') so can anyone help me please
forget to say that I also try to repaire my windows xp but also didn't work and I try to fix registry files by ''C Cleaner'' but nothing change

please If anyone know how to fix it , pls say it

Try System Restore, I have had good results using this way or Safe Mode, different to Last Known Good Configuration in Safe Mode.
System Restore is accessed the following way:
1. It's a good practice to shut down all other applications before using System Restore, as it requires a full-system reboot to complete the installation. Connecting to the internet is not required, however. So shut all applications. Then click "Start."
2. Start > All Programs > Accessories > System Tools > System Restore. Then the program will load.
If System Restore doesn't work in Normal Mode, it might work in Safe Mode.
Toggle F8 or Press Ctrl ( depends on your comp ) during bootup ( just before, verifying DMI pool, message comes on )
Select Safe Mode.

it's to late , I forget to put a save point for system restore
I have very important files in my PC so I can't format it
any other ideas ?

Slave your HD to another HD/comp ( no need to bolt it in, just cable it & leave it outside the case ) & copy your stuff ( don't forget your emails & address book ) onto the other HD or other media.
You may have a choice of jumper settings on the master HD, such as master with slave or ms.
