microsoft security essentials alert virus

Specs: Windows 7
I have the "microsoft security essentials alert" virus on another computer and all the solutions ive read on the internet involve me getting on a site and downloading a malware or changing my internet options. Problem is I cant get onto the internet as this "alert" virus is the only thing that comes up, even in "safe mode with networking" PLEASE HELP!!!

open IE and click on tools/internet options/connections/Lan Settings and uncheck use proxy server. Then try getting on-line.

I cant even access IE what to do

click start/all programs and then right click on IE and click properties doing the same as I mentioned previously
