"Recently I scan my computer with norton antivirus that i just download"

How many different anti-viruses are installed on your computer?

the reason I ask is that you can only run ONE AV at a time. If you have more than that running they will conflict and more problems pop up.

Have you tried safe mode with networking? Try it and see if IE opens properly. If it does, I would suggest you reset it and then reboot to normal mode.

If you are saying that you cnnot get online at all, then try opening IE, click on tools/internet options/connections/Lan Settings and then uncheck use proxy server. That should get you back on. Let us know how you make out.
