I need help to kill a tedious virus.

Specs: Windows XP
I have a virus/malware/spyware on my computer.

It has messed with my regestry, stopped Norton360 working all together, made IE not work(it opens for half a sec then shuts), caused my network to not be detected by programs(but still allow me to go on the internet), block my audio driver(probably other drivers to) and made my start menu disapeer.

I managed to get my start menu back but it does not display the programs im running, just the clock and start button.

It has stopped a variety of antiviruses i have downloaded, avg, norton 360, MBAM, spybot sd and mcaffee. Also tried to access the online scanning sites but none of them work on firefox.

Is it time to re-format my harddrive? or is there a chance i can beat this?

Im using windows XP SP3.
scaning in safe mode is blocked to.
IE still crashes in safe mode.
I can not find the viruses processor, so i assume its only there at startup or its attached itself to something.

If you know anyone with Kaspersky, ask them to create a rescue disk for you - it's Linux based so you just boot your PC from it and let Kaspersky do a full scan & see what it finds.
