how to wipe hd under virus attack

Specs: Windows xp
Got a " antivirus software" virus and cannot load anything.
Would like to wipe the hard drive and reinstall xp but cannot access the programs to do so .
Would much appreciate your help

Thanks for the reply.

But the virus disabled my internet connection , so I have no apparent way to do it.

open IE, click on tools/internet options/connections/lan settings and uncheck use proxy server. Then close IE and open it again to see if you can get online

Tried that and got message:

"...unable to execute,.....the file wauclt.exe is infected"

Still can't get internet
