How to remove fake windows security center

Specs: Windows 7
I have a similar problem to some stories I have read on here. I have somehow been infected with the rogue virus that creates a fake Windows Security Center, which pops up annoyingly and will not allow me to access Internet Explorer. I have ran several anti-virus scans and the problem still persists. I have downloaded SmitFraudFix and HijackThis, so I can run and post those logs if needed. Someone please help! Thanks in advance
