Why don't you simply rightclick the drive in question and choose format?

If you format the partition or drive in question and the virus files are still there, then the virus is still running actively on your system.

If you try to run the format command from within windows, but from the command prompt, will make no difference.

In that case, you have to download some of the freely available Antivirus LiveCDs, boot the computer with it and scan the whole system for viruses.
