When I go to norton.com/setup I get a page that does not have a place to put my product key. I bought Norton security with backup from Costco and can't find a screen that has any place to enter my product key or a way to download the program
Create a "Norton account" by clicking button at bottom of that page.

If you were already on Norton's website, there has to be a help or support link on that page also. These questions should be directed to Norton since you paid for their service, they certainly are responsible to help you for what you paid. You have to be a little bit crazy to keep you from going insane.
Are you sure that's the page the instructions you got from Costco said to go to? Although I would never use that software, unless they've changed everything you don't enter the key on a Norton site. You would download the software and run it to install it. As part of the installation process you would enter the product key you got from Costco.
I see that page has a different approach to installation but it sounds kind of generic. I wonder if there's a specific download page for the software you want to install.
