Wa lot of people are answering with "open this or that" How can we open something if no programs will open. No internet, no apps, no settings, and no antivirus softwares. NOTHING will open.
I dont have an answer for you because im researching the same thing... But i thought i should say this for whoever answers next
Download and burn to a DVD an ISO for Kaspersky Rescue disk. This is a Linux based Disk. It will load into RAM only (unless you tell it to load to the hard drive - which do NOT). Once it's booted to a standard windows style desktop it will go online to update itself; after-which it will scan the system fully for any pests it can find - and deal with them.
You may need to go into bios settings to enable DVD as first boot-device; but try booting with the DVD before going there. Best not to go into that area unless really necessary...

Rereading the initial post... I'm wondering if this poster is actually responding to another - although I've no idea what or where that one is... Regardless it may be a useful one to pursue...?
You could try downloading the EXE fix on another computer:

The more I ponder this post, the more I think it's actually a general statement/question re'' "how to run whatever utilities when the system won't even boot up properly". Consequently the specs are little less clear/specific than they might be; and of course in effect conspicuously absent in this case...
