How can I solve this problem?

Specs: Windows Vista
I recently got a computer virus which will not let me open any programs what-so-ever other than Internet Explorer. Whenever I try to open a file on my computer it closes out without me even catching a glimpse of it, and when I open Internet Explorer I get a page from the virus saying "this page is possibly infected", and is obviously part of the virus program. I'm on a friends computer now and desperatly need help.

Boot into safe mode with networking. To boot into safe mode, reboot your computer and when it begins to boot back up tap the F8 key in one second intervals. You will get a boot menu. Choose Safe mode with networking from the menu. Once in safe mode (you can tell because safe mode will be written in all the corners), go online and download MalwareBytes Antimalware from the following link.

Update and run a full scan in safe mode. Then boot and run a full scan in normal mode.

The run the Bitdefender Online Scanner ... If you have Vista or windows 7 you will have to run IE "as administrator" to run the online scan.
