How can I get my computer past a login loop?

Specs: Windows XP
I had a virus on my computer that prevented me from using it so I went into safe mode to try to make the situation a little better. I got the laptop to work for one time and when I turned it off I never got it to work again. Now when I turn it on the only thing that shows up is the windows loading screen and a black Compaq screen with esc, f10, and f12 to change boot order (which doesn't work), setup options (I'm not a good computer programmer),boot from LAN (which also doesn't work) and it will cycle between those two continuously so I can't log in.

The model is a Compaq Presario v5000

I'm sorry none of those links helped me with my issue. They were similar, but the problem I have is not an unresponsive computer it's that it doesn't complete it's start up process when it is turned on.

Do you have the XP cd that is the same SP version as you have installed?

No, unfortunately I don't have any CD's that I know of but I will look in for anything I can find. Is a recovery disc my only solution or the only practical one?
