Help me get rid of virus without downloading?

Specs: Windows 7
I have a virus on my laptop that has stopped me from downloading ANYTHING! Consequently, I am unable to download a fix. Can anyone advise me how to deal with this problem please. As I am not a computer geek, I would appreciate any info to be given in the simplest possible form. Your help would be very much appreciated. Thank you. Note: The message that pops up when I attempt to download states that the download has a virus, even though I am sure that it has not.

It might need considerable work to clear the virus but often running MalwareBytes freebie can get it to the state where it is then easier to apply other methods if necessary. Download the file and SAVE it onto a flash drive on another computer. Then transfer the flash drive to your computer and double click the file to run it. You can get MWB here:

Have you tried booting in Safe Mode w/ Networking?

Two easy ways to get there:
1.) Tap F8 (or whichever key it says on the screen) during boot up on the manufacturer's screen. This is before the Windows loading screen.
2.) Open the System Configuration utility (Start > Search bar > type: msconfig), go to the Boot tab, check-mark: Safe boot, radio button: Network. Next time you boot, you'll see a window acknowledging someone was using that utility. Just place a check-mark in the box of that window to stop it showing up until the next time you use the utility. Additionally, you'll have to un-check Safe Mode from within the utility when you're ready to boot normally.
