Got a virus, doesn't allow me to download or use wiidows

Specs: Windows Vista
I have a Dell Inspiron 1720 laptop, with Windows Vista. I seem to have a virus, it doesnt allow me to access any windows programs or use internet explorer. I can use Mozilla, but it blocks me from downloading in either program, On Mozilla, when I retry the download, it does look like it downloads, but I cant find the program, as it says either "class not registered" or that it failed to initialize. I was using Avast anti virus at the time. Question: is there a way I use an antivirus program without having to download? Or do you have a better solution? Thanks!

Turn on the computer and tap F8 key a few times, and see if you can boot into "safe mode with networking. See if you are able to download ok now. I would update the Avast virus definitions (assuming it is still functioning). If you updated Avast ok, I would open it and under "scan computer", select "boot time" scan, schedule a scan to start on boot and restart the computer.....it should begin to start normally, and then bring up a command line version of avast. If it finds viruses either delete or quarantine them. The boot time scan is good at finding and removing viruses. If you are unable to run this scan....let us know if you can download, you can download malwarebytes and run a scan with that, sophos has a free virus removal tool and many companies offer on-line scans of your computer.

I was able to get into safe mode with networking, but it still doesn't let me download or open Avast; I got an application failed to initialize error message. Am I doing something wrong?

"Am I doing something wrong?"
No, that is the job of the infection, you now have to outsmart it.

Start with ESET.

Run ESET & post the log please.

Why Would I Ever Need an Online Virus Scanner?
I already have an antivirus program installed, isn't that enough?
http://www.squidoo.com/the-best-fre...
Once onto a machine, malware can disable antivirus programs, prevent antimalware programs from downloading updates, or prevent a user from running antivirus scans or installing new antivirus software or malware removal tools. At this point even though you are aware the computer is infected, removal is very difficult.
How can I view the log file from ESET Online Scanner?
http://www.eset.eu/eset-online-scan...
The ESET Online Scanner saves a log file after running, which can be examined or sent in to ESET for further analysis. The path to the log file is "C:\Program Files\EsetOnlineScanner\log.txt". You can view this file by navigating to the directory and double-clicking on it in Windows Explorer, or by copying and pasting the path specification above (including the quotation marks) into the Start ? Run dialog box from the Start Menu on the desktop.

Unfortunately, ESET requires you to download a file if you are running Mozilla, and the virus doesn't let me download. I cant operate Internet Explorer with this virus, I get a "failure to initialize properly" prompt when I do. Is there another program I can use?

" Is there another program I can use?"
It won't matter what program you try to download, you will get the same result.

Download from a good computer & put it on a thumb drive.

Like I said, you have to outsmart the virus, that may involve using Safe mode or Safe mode with networking.
