Connection refused

Specs: Windows XP, Pentium dual core
This is a friends computer I'm working on. Not sure what site was visited, but do have and idea.. :-( I've run Spybot and Comodo Antivirus.
In both browsers I get same error message (other is firefox).
Connection refused connecting to ....
Ran Superantispyware - it found more infections (Thanks XPuser4real). The restore to previous date option is only allowed for today, one day after the day of infection. There were several restore points created as I updated the system last week. I saw the host file being copied to (host backup) in that directory...several copies. (Spybot found those).
Still, IE will not connect. When IE starts, I get the long pause, then error message. The address in the URL bar stays correct, I don't believe its a redirect bug. I'll be trying other tools in the meantime. I could use a few suggestions on locating, identifying, or removing this annoyance.

I don't believe it. No suggestions other than restore?!?!?

I'm finding what it is not. It's pointing to a Winsock issue at the moment. I'll try addressing that the next time I'm at the PC.

Microsoft had the fix. There is a winsock fix for XP that corrected the issue.
