Specs: Windows 8 or 8.1
Hello although I know this is an old post but this person had been experiencing basically THE EXACT SAME issues as me but on my Acer PC with Windows 8 / 8.1 (I honestly forget and cant check because I cant sign in obviously) instead of her Windows 7 laptop. http://www.computing.net/answers/wi...
I also can't access Safe Mode and see symbols where words should be on the login screen. It likely is the outcome of something I downloaded recently because it started happening right after it was downloaded and I restarted my pc. Please help me as you all helped her.

Process of elimination, try/borrow another keyboard first.

If that isn't the problem, try this.

Have you tried pressing F8 to boot to Safe Mode? If you can do that, you should be able to remove whatever you installed.

If you can boot into Safe Mode then run System Restore to a date before the download(s). Then run Malwarebytes to help remove remaining parts. After that, post the log it creates (copy/paste) for review to be sure it is all gone.

You have to be a little bit crazy to keep you from going insane.
