Hi, while in safe mode, go into msconfig and remove all start-up items. DON'T reboot yet.
Now open IE and go to tools/internet options/connections/Lan settings and uncheck use proxy server. Close IE.

If you are able to get online in safe mode with networking (you said everything worked fine) then download these free tools to your desktop (google for them)
1- rkill.exe
2- tdss killer
3- malwarebytes
4- trojan remover
5- hitman pro

If you can't download those, use another PC and then put them on a thumb drive or burn them to a cd and then load them onto the problem PC.

Now you can reboot to regular mode. Run all the apps in the order I put them.
