cant run programs

Specs: Windows Vista, 1gb
My pc seems to be infected. i cant not open media player, internet explorer, safari, ccleaner, virus software, internet icon has an x through it , besides calculator and word google chrome is the only thing that works, when i try to download any file, pc scan the remaining time increases by the hour.....It is vista and I just want my pictures off.....cant read from d:/ either, well it wont run the wizard

I doubt you will be able to use your CD burner, so on another machine, download Puppy Linux Live CD and create it from the image. On the faulty machine set the boot order in BIOS to see the CD first, then boot up with the CD in the drive. After setting it up the Puppy desktop should arrive. At the bottom left you have your drives, so you can drag and drop your important stuff onto a flash drive. Everything will be single click.

Puppy runs from the CD and RAM only so it will be back to Windows when you boot without the CD.

As for the virus problems, If you can get online download, install and update MalwareBytes freebie. If the exe for the download won't run then change it to bat.
Similarly if the actual program won't run then change the program's exe to bat.

If you can't get the download get it on another machine and put it on using a flash drive.

If the exe files still don't work go here and choose EXE (but run MalwareBytes first):
