cannot execute .exe files

Specs: Windows Vista
my computer recently had a problem with a problem that prevented any files from opening or downloading, i ran a scan and found a file that was infected so i deleted it but now whenver i try to open anything from my desktop and such i get the "Open with" prompt the files only open if i go to start menu and right click "start" ive also found that it may be something with my system registry,also some programs like the disk cleanup tool are gone, will reinstalling windows fix this? and if so are disks necesarry to do this?

anxietyattack, I'm assuming you're using Windows Vista. Try the lnk file association fix at the link below. If it doesn't correct the problem the try the exe file association fix. Instructions are on the page.

What was the name of the file you deleted and did you remove it while running your anti-virus program? Is it in the vault ? Need more info,

THNXS SOO MUCH the link helped fix the problem with opening files yes i delted the file while i was running an anti virus program, no it is not in the recycle bin im not sure which file it was i just remeber it was av.exe was the application.

anxietyattack, It appears that you were infected with "Secure Antivirus Pro". You may want to follow the instructions at the link below to make sure that any remnants of it are removed.

I have been experiencing much the same issue as above. I was infected with the Antivirus Pro 2009. I ran a virus sweeping software (Webroot Antivirus), after which I could no longer open most .exe files. This was all done while logged on at the office on the office domain. I brought the computer home with me and was planning to try the solutions that you suggested to others this morning. When I booted up the laptop, changing the domain to the local one for my computer set up by our former administrator, everything seems to work fine. But, I logged off & changed the domain to the office domain and the problem still exists. I am hesitant to make any changes without checking first to make sure that I am doing the right thing.
The operating system is XP.
