Not from a decent manufacturer

ROMS can not be changed

PROMS, EPROMS and EEPROMS and FLASH (=EEPROM)however can be changed

It is possible to copy infected files to a CD ROM , It is also very possible to copy infected files to a USB stick .
But if you are asking can the blank CD ROM that you but in a store be.......very unlikely

One CAN write MALWARE CODE to a ROM whilst making the ROM in the factory or where ever.
