BSOD loop on start up

Specs: Windows XP
My father in law has been having issues with his Dell (Windows XP) ever since he got a fake anti virus type of malware. He didn't download anything the horrid thing tried to sell him, though after awhile, he continued to get a BSOD with this error message.

***STOP: 0x0000007E

I have tried to help him by going through everything I can imagine. Nothing works, not even trying to reinstall everything through F12 because it just brings me back to that BSOD.

At school I was talking to one of my IT professors that suggested I acquire Windows 7 CD and try to boot the computer through the CD and installing 7, deleting XP all together...though the only problem here is that in order to change it to boot from the CD and not the HD, I have to have the admin password and my father IL has forgotten it after he change it several years ago.

The other kicker here, is that in an attempt to "Fix" the computer, he disabled the CD drive and the USB drive before the BSOD came into even if I were to somehow get past the password dilemma...I would have to get the CD drive working again.
