Why do I get a System 5 error with my batch file?

Specs: Windows 10
I've written a batch program to add a new user to my computer. Although my script is devoid of mistakes, I get a "System 5 error" and no new account is created. Is it not possible to add users via batch file? Is my batch file operating like a non-elevated command window? If so, is it possible to write a batch file with elevated privileges? Any help or info would be greatly appreciated.

try running it as admin
