Okay, I can take that two different ways:

How do you run an arbitrary batch script from a website?
Technically you could go the CGI route, and I'll wait for you to stop laughing. You should probably write something in ASP.NET that acts as a buffer between easily broken batch scripts and the user. The ASP.NET program would run the script, capture the output, and probably do some minor HTML markups. HTTP is non-interactive, so you'll need to modify the script to remove any user input (no CHOICE) and fake it with multiple runs with parameters (%1-%9).

Which language should you use to rewrite a batch script for a webpage?
That's between you and your web host. Just glancing at the provided script, but if we ignore the log file, I don't see anything here that can't be done client-side with some JavaScript.
