To draw a spinner and insert text.

Specs: Windows 7, 3.2 GHz. Inspirion 560
I would like to draw a "spinner" with 36 - 10 degree segments. I would like text to appear in each segment, all oriented to read from outside to in. The size of the spinner will vary, and the location of the text may also vary from edge to center. The size and type of font may vary. In future projects, the number of segments will vary. Color will vary from one segment to another, and may also vary from outside to in.
I can draw this by hand, but I cannot program. How can this be done, and is there a program already available that will accomplish this?

Hard to dynamically display characters at rotated orientation since the fonts are designed for display in a vertical position. Depending upon resolution could take a lot of computational power.

Thank you very much for the informative answer. My projects always seem to be just on the other side of reasonably friendly usage. I will continue to work with my pencil.
