Is the server running the same OS as the workstation?

Pick whichever language the rest of your project needs. The network is going to be the obvious bottleneck here.

Thanks wizard-fred for replying:
the server is virtual and the workstation is Win7, so yes they run same OS.

*I forgot to mention that the folders are two level (folders and sub folders).

Thank you Razor2.3,,
I think there is a library in the .NET that deals with file system, so I prefere to use .NET but I still got issue with the algorithm.

The fastest directory search will be in small directories and short paths. If you have large directories and long paths and files constantly being added and deleted I would guess the OS will be the bottleneck and the algorithm would make little impact on the speed in finding a file.
