Script to change Regional Settings for new users not working

Specs: Windows XP
How can you change the regional settings in XP and put it in a script?
I've tried these reg settings but they don't quite work, I want it to take effect for any new user

Formats:
[HKEY_USERS\.DEFAULT\Control Panel\International]

Location:
[HKEY_USERS\.DEFAULT\Control Panel\International\Geo]

Keyboard language:
[HKEY_USERS\.DEFAULT\Keyboard Layout\Preload]

Please help!

I want so set international settings plus keyb layout for every user that logs into a pc.

I've tried to copy these reg settings from a configured pc but nothing happens.

Then set them. What you have here does nothing, and your non-answer of, "I want to maybe possibly change some settings," does not give me enough information to give you a working registry file.

Here http://www.filedropper.com/cp you'll find the control panel settings that I've extracted from a test pc and here http://www.filedropper.com/keyb the keyboard one but after having rebooted I find again US international settings and EN keyboard.
I'd like to have italian settings for both of them
