Specs: Windows 7
create a windows bat script to create xmls' based on some input files.

THe new program would read user_name, email_address, full_name, first_name,last_name, country_name, locality_name, telephone_number from some text file and create xml on the fly.

XML would like below but respective value would change by program.

<admin xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xsi:noNamespaceSchemaLocation="csm_admin.xsd">
