open dll and exe file

Specs: Windows 7, 2.333 GHz / 4gb
i have tried it on Notepad and Dev-C++, but all i can see is some kinda symbols. it is just machine codes.

That's because they are compiled. And therefore is "machine code". Sometimes you can "de-compile" programs, but this is often not possible or practical.

EDIT filename /linewidth
where linewidth is any convenient length you want (f/e:70)
allows some combination of hex and text editing. It shows the ascii value of the char. under the cursor, and you can put in some controls using ctrl-p. On rare occasions it is better than using debug but usually debug is the best choice.
stating the obvious: observe all caution in using.

Since OP seems determined to make a bodge of the binary files, he/she may as well use NOTEPAD or WORD or whatever is handy.
