manipulating entries in csv file

using awk or sed or something is it even possible to do something like:

file:

col1,col2
val1,url1
val2,url2
val2,url3
val2,url4
val3,url5
val3,url6

output:
col1,col2
val1,url1
val2,url2 url3 url4
val3,url5 url6

???

As far as I know, you could do this using a standard loop in batch.
Nothing fancy : read every line, get the first 4 characters and as long as they match keep going.
Make any sense?
