I need to sort a tab delimited text file

Specs: Windows XP
I have a tab delimited, variable length, text file that contains serial numbers and 5 date fields. There can be multiple rows scattered throughout the file with the same serial number, but with varying LAST LOGON DATE - the second column in the file. I need to get the file sorted so the most recent LAST LOGON DATE comes first and populates the database with that date. The rest of the rows then with the same serial number would be ignored. This needs to be done in a scheduled .bat file that will execute daily. Is this possible in a DOS .bat file?

The are techniques using Excel, Perl, and standalone programs to sort delimited files by different fields. Or the files can be rewritten in different field order or inserted into a database with the proper index.
