If it is written on notepad then it is just a plain text file. This is the source code that needs to be compiled into an executable file.

How you do that is dependant on which language the code it written in

If it's written in a language that you don't need to compile you should be able to go into Folder Options and then check the box Show Extensions for Hidden File Types. Navigate back to the folder and it should have .txt on the end, you need to rename the txt bit to something you can run. It may be .exe. Then you click yes for the warning box and try to run it.

You will not run a text file, no matter what language it is written in, with an ,exe extension. The system will try to EXEcute the file and fail because the CPU doesn't understand anything but numbers. Giving it an .EXE extension does not turn a text file into an EXEecutable file.

he only things that will run from a taxt file are scripts and for that you need the relevant scrip processing engine installed and the correct extension for that script.

Perhaps post a bit of the program so we can figure out what you need?
