Do you mean output a link to the browser? You can use either print or echo. If you need a return value, then use print.

echo "<a href='some_url'>click me</a>";

echo "<a href=\"some_url\">click me</a>";

$ret = print("<a href=\"some_url\">click me</a>");

print <<<HTML
<a href="some_url">click me</a>
HTML;

The latter requires that HTML; be on a line without any whitespace.
