You obtain a C++ compiler, there are plenty of free ones available.

Then you buy a book on the subject and start reading. If you don't want to buy a book there a plenty of tutorials on the Internet.

In all cases Google is the key to knowledge.

Kind of an advanced place, but once you find your C++ legs, comp.lang.c++.moderated can be a great learning resource.

Download an express version of visual studio from Express versions are free, and have PLENTY of functionality for the beginner. Furthermore, once you run it the first time, on the start up page, there are links for beginners. After downloading, you can buy a book for beginner programming (there are TONS of them), or you can google your way through it. Programming is an amazingly fun thing to learn, and I would encourage you to pursue it. These days, people tend to only use "visual" IDEs, which is rather nonlinear, but it can be difficult to get into the game by starting with an old language, as it really wont do much for current applications and if you want it to, it requires an immense amount of effort. I would suggest starting in Visual Basic if you are just curious, or starting in Visual C# if you want to end up creating something more useful. Good luck to you!
