Force script to appear ontop of other program

Specs: Microsoft Windows 7 Ultimate, 2.814 GHz / 4 GB
I use the task scheduler to run a little popup vbs script as reminders. Such as telling me to go to class.

The problem is that vbs script won't appear on top of the active window, it just appears behind it which isn't the best reminder.

That's the script and I'm just wondering if there is something I can do with it or a parameter I can run it with so it will appear on top of all other windows.

Thanks, so far that has popped up on top where the previous script didn't.

kick ass even pops up on top of full screen videos.
