extract source code for windows 3.1 programs

Specs: Windows XP
I am using a simple but very useful program in a version created for Windows 3.1. I would like to see if it is possible to extract the source code and rewrite for current operating systems. I am not sure about copyright laws and expiration, but for now am interested in a general explanation of the process

A lot depends on what language the programme was written in.

If it was written in any high like language like C then the best you are going to get is assembly code.

One thing you are never going to get is the original source code.

Even with the original source code porting a Windows 3.1 application to a modern OS is a major task. Without the source code it becomes much more difficult.

You would probably be better off writing the application from scratch. You will save time and the end result will be better.
